“The Basic Income and Different Egalitarian Rights to Security” in Redefining and Combating Poverty: Human rights, democracy and common goods in today’s Europe(full text), Strasbourg: Council of Europe, Spring 2013.
From the introduction: “Louise Haagh discusses basic income conceived as a means of guaranteeing and founding the ‘right to security’ and a measure that must therefore apply to everyone, in a universal, unconditional manner, so as to combat poverty and inequality.”
This report was the result of a three-year collaborative project, financed by the European Commission, to consider policies to combat poverty in Europe in the wake of the 2008 financial crisis.
